Do you want ClipArt organizer to access this in all of office or just outlook, work etc?

Can you elaborate a bit more detail?

From your description, I understand that you want to know how to install the clip art images which is on the DVD. If there has been any misunderstanding, please let me know.

For Office 2010, the Insert Clip Art task pane and Clip Organizer functionality remains generally unchanged. However, the user interface is updated to make it easier to search for and insert online clip art. Although you can still download and manage a locally stored clip art collection, there is a decreasing need for clip art to be stored locally.

This is because Office users are more Internet-savvy and want to grab and use images from the Web immediately without having to store them for later use.

If you want to use the clip art of your owns in Office 2010, you may directly add the clip art images to the “Clip Organizer”, then when you open Word and click “Clip art” option, you will see these images in the clip art gallery.

Note: you may click “File” > “Add Clip to Organizer” > “on my own” to add the clip art images.

For your reference, the following article is relate to the information on installing clip art but not for Office 2010:
